Responsibilities: Guide requirements gathering meetings to elicit functional requirements from business users to define system functionalityAnalyze, develop and review process flow charts and other business documentation to define business processesDocument complex functional requirements in a thorough and clear formal requirements documentConsult with and advise department staff during the technical design process.Analyze, review and comment on design specification documentsAnalyze, review and comment on technical documentation such as interface control documentsGuide and participate in stakeholder review meetings for requirements and design specification documentsCoordinate and document resolution of requirements and technical design comments and gaps with business and vendor staffProvide guidance in the development of test scenariosPerform software testing as needed including specifying test scenarios and test cases, executing tests, and analyzing and documenting defects in a defect management systemProvide guidance for the development of internal software training documentsWork on complex software in a fast-paced, high volume work environmentCommunicate and facilitate consensus among stakeholdersDeliver clear, specific and respectful oral and written communications to business owners, IT program team members and management Required Skills: 60 months of experience in Information Technology supporting complex software systems or applications60 months of experience analyzing complex business processes and creating and reviewing test plans.60 months of experience documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle for all changes to processes that would enable the organization to achieve its goals.60 months of experience providing written communications to business owners, IT program team members, and management.60 months of experience working with Health Insurance or the Affordable Care Act or Medicaid which includes Eligibility and Enrollment (not Health Care).60 months of experience with ETL tools, batch jobs, Rational Quality Manager, Report Development using IBM Cognos or HIPAA compliant X12 format for EDI transactions60 months of experience in reviewing and evaluating technical specifications for compliance with business objectives and requirements.48 months of experience developing test scenarios and test cases against documented design use cases; performing testing, reviewing results, and documenting defects using a defect management tool.
